Iran has planned to build metro in its capital Tehran and LRT in its 8 Metropolitans .This plan needs about 30000 and 40000 million $, respectively for its first and Second phase .So there is a good chance of participation for financer/contractors in this plan.

  The government is determined to implement the urban rail transport system in the metropolitan areas of the country, and in this way, in the 9 metropolises, including Tehran, Mashhad, Isfahan, Tabriz, Shiraz, Qom, Karaj, Ahvaz and Kermanshah, there are 42 Metro lines with 985 km to the planned horizon that will be exploited .

   In the 5 cities such as: Tehran, Mashhad, Tabriz, Isfahan and Shiraz, about 395 km are operating And every day, 3.5 million passengers move through it .

Introduction :

  The union of Urban & Suburban Railway Companies of Iran (URCI) has been established in 2002. It consists of 9 member companies namely : Tehran, Mashhad, Isfahan, Shiraz, Tabriz, Karaj, Ahawaz, Gom & Kermanshah Urban & Suburban Railway Companies.

Goals :

  The Union of Urban & Suburban Railway Companies of Iran aims : to support and develop the equipping of the urban and suburban transportation system of the country and improve the provision of services to citizens.

The main objects of URCI are :

1.   Preparing the base for cooperation of the member companies regarding their needs and requirements.

2.   Providing the members with educational, technical, and cultural services.

3.   Planning for Development of Urban Railway.

4.   Whole Trading of parts and spare parts for the member companies.

 Mission :

   According to the approved statute of The Union of Urban & Suburban Railway Companies of Iran, in order to provide the fields of proper cooperation and assistance to the urban train companies in connection with the provision of facilities and the provision of educational, cultural, technical, specialized services and the establishment of coordination and planning of plans Current and future, as well as the purchase and sale of the essential parts and accessories needed for the train of the city from inside and outside.

 

The essential Responsibilities of the URCI are as following :

1.   Organizing the fiscal, administrative and technical systems of the members.

2.   Education of the staff and managers.

3.   Planning for Gradual Transfer of the Companies to Non-Governmental Sector.

4.   Giving the Members Consultation about their affairs.

5.   Decision- making about the type of LRT for each city and devotion of trains to companies.

6.   Planning to raise the general in formation of citizens and promotion of optimization in fuel consumption.

7.   Devising mechanisms to increase the corporation between members.

 

The URCI works under a board comprising of  seven persons, five of which are from the members , one from Organization of Planning and Budgeting and one from Organization of Municipalities . This board elects a managing director from a list of candidates proposed by the members and also rules the URCI in general. One or two times a year the general assembly is held and the policies and objectives for the next year are decided.

 

According to The Law on the Protection of Urban & Suburban Rail Transport Systems: the budget for these projects should be provided jointly by the government and the municipality.

foreign finances are also guaranteed by central Bank of Iran and Cities are willing to give new lines and their rail projects through the EPCF or BOT.

The distribution and sale of equity bonds with the Central Bank license is another source of funding for subway projects with the repayment  of it equally by the government  &  the municipality .
